- City of Valencia
- Municipality of Surallah, South Cotabato
- Municipality of Tboli, South Cotabato
- Municipality of Alabel, Saranggani
- Municipality of Siocon, Zamboanga del Norte
- Municipality of Tagoloan, Misamis Oriental
- Municipality of Tulunan, Cotabato
- Municipality of Ditsa-An Ramain, Lanao del Sur
Granting Period: May 30 to June 29, 2019 (all due to El Niño phenomenon)
- City of Iloilo
- Municipality of Mina, Iloilo
- Municipality of Lambunao, Iloilo
- Municipality of Janiuay, Iloilo
Granting Period: June 6 to July 5, 2019 (all due to damage caused by the water shortage because of the El Niño phenomenon)
