In the report of philstar, female lawmakers asserted that the whistling of Duterte to Umali is the further proof of his lacking respect to the rights and dignity of women after his controversial “r4pe joke” to 36-year-old Australian missionary, Jacqueline Hamill who have been r4ped and k1lled by the inmates in the jail during the standoff in Davao City in 1989.

Consequently, female lawmakers reminded the incoming president at every whistle as it normally makes harassment to women. The president is also making the society a torpid in this incident and spreads the s3xual entitlement of men.

Though Duterte was known as crude and offensive speech, he should be reminded that the public expects heavier to the next president of the country.

Duterte stated that his whistling to Umali is not a harassment. He said, it is part of his “freedom of expression” and was not considered as harassment.

“You know, you don’t have any business stopping me every time I (whistles). That is a freedom of expression. Parang you cajole with the woman. (whistles) ‘Miss, saan ka?’ As a matter of fact, when I first saw you [reporter who asked the question], I said (whistles),” Duterte said. “I was exasperated by the question. Whistling is not a sexual thing. (whistles),” he added.
