Wang Fugui, a former inmate of confessed Chinese spy She Zhijiang, has come forward with allegations about dismissed Bamban, Tarlac Mayor Alice Guo, claiming that she is a field agent planted by China. Fugui made these explosive statements to the office of Senator Risa Hontiveros, citing top-secret documents allegedly entrusted to him by She.
According to Fugui, Chinese State Security exerts control over its field agents through sensitive personal secrets. In Guo’s case, her supposed “fake Filipino identity” is the key to maintaining control. “For example, Guo Hua Ping’s fake Filipino identity is such a secret and weakness that she can only listen to State Security,” Fugui claimed.
Fugui further linked POGO (Philippine Offshore Gaming Operators) and scamming businesses to China’s broader Belt and Road Initiative, a global infrastructure development strategy. “The Belt and Road strategy is also just part of a huge united front and intelligence strategic plan for the whole world, including foreign colonization tactics,” Fugui alleged. This connection between POGO, scamming activities, and China’s geopolitical strategies, according to Fugui, suggests a more insidious attempt to spread Chinese influence worldwide.

Senator Hontiveros, known for her staunch opposition to POGO operations in the Philippines, took these claims seriously. During a recent session, she revealed travel records that appear to support Fugui’s accusations about She Zhijiang. “Kumpirmado ko na he has deep ties to the Philippines at labas-masok talaga sa Pilipinas bago siya nakulong,” Hontiveros stated. Her frequent travels to and from the Philippines, according to Hontiveros, raise further suspicions about China’s potential espionage activities in the country.
The allegations are set to add fuel to the ongoing debate about Chinese influence in the Philippines, particularly regarding POGO operations, which have been criticized for their role in illegal activities and undermining national security. If Wang Fugui’s claims are proven, it could heighten concerns about China’s strategic maneuvers in the Philippines, pushing policymakers to reassess the country’s economic and security ties with Beijing.
