In anticipation of the upcoming All Saints’ Day and All Souls’ Day, Malacañang Palace has issued Memorandum Circular No. 67, s. 2024, suspending government offices and classes at all levels starting from noon on Thursday, October 31, 2024. The move aims to give government employees the chance to properly observe the religious traditions and activities associated with the holidays.
The suspension is intended to “allow employees to travel to and from different regions in the country, promote domestic tourism, and ensure that everyone has ample time to participate in the observance of the holidays.” This announcement brings the promise of a long weekend for students and government workers, as November 1 (All Saints’ Day) and November 2 (All Souls’ Day) falls on Friday and Saturday, both of which are special non-working holidays.
However, the suspension does not apply to all government agencies. According to the memorandum, “agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue their operations and render the necessary services.” This includes agencies that provide essential services like healthcare, disaster response, and other crucial public services.
While government offices and schools will close early, private companies are given the discretion to decide whether or not to suspend work for their employees on October 31. Many private sector workers are hoping for a similar early dismissal to enjoy the extended break, but the decision ultimately rests with their respective company heads.
This announcement is expected to ease the traffic of those traveling to their hometowns or visiting cemeteries to pay respects to their departed loved ones. The long weekend also serves as an opportunity for many Filipinos to engage in domestic travel, boosting local tourism during this period.
The memorandum took effect immediately upon issuance, bringing relief to many who have been anticipating an extended break during the traditional holiday season.
