Former presidential spokesperson Harry Roque confirmed in a virtual press conference that he submitted a counter-affidavit in response to the qualified human trafficking charges filed against him. Roque disclosed that the affidavit was notarized in Abu Dhabi, United Arab Emirates (UAE).
“I came to UAE just to notarize that,” Roque stated, emphasizing the importance of the document’s notarization process. However, he did not reveal his current location, only mentioning that he remains outside the Philippines.
The confirmation follows remarks from Prosecutor General Richard Anthony Fadullon, who noted the counter-affidavit’s notarization in Abu Dhabi. This development has raised questions regarding Roque’s compliance with legal procedures.
In his statement, Roque clarified that he no longer needs to attend a clarificatory hearing set by the Department of Justice (DOJ), arguing that his sworn statement before a Philippine consul suffices. “I have already taken my oath before a Philippine consul. They can contact the consul and ambassador who were present during my oath-taking,” he said. Roque maintained that personal appearance at the clarificatory hearing is not a requirement under the rules.
