Victorias City, Negros Occidental, under the leadership of Mayor Javier Miguel “Javi” Benitez, has been honored as the Most Improved Component City in Western Visayas by the Department of Trade and Industry (DTI). The recognition highlights the city’s remarkable progress in governance, economic development, and public services within a short period.
Mayor Benitez, who assumed office in 2022, expressed pride in the city’s accomplishments, attributing the recognition to the collective efforts of the local government and the resilience of its citizens. “This recognition is proof that we are on the right track,” Benitez remarked. “It’s not just about numbers; it’s about building a stronger, more resilient city for our people.”
Income Reclassification Insights
The announcement coincides with the first income reclassification of local government units (LGUs) by the Department of Finance under Republic Act No. 11964. The classification reflects the average annual regular income of LGUs from 2020 to 2022, serving as an indicator of their economic standing and potential for growth.
Mayor Benitez acknowledged the results of the reclassification, noting that Victorias City narrowly missed the threshold for a higher income classification. “According to the computations from our City Treasurer, Victorias City falls short of the 3rd class threshold by around ₱50 million,” Benitez stated. He emphasized that the administration only began in 2022 and that the economic improvements seen in that year were driven by the implementation of the Mandanas ruling and the economic recovery following the pandemic.
Despite the classification, Benitez highlighted that the city’s growth trajectory is strong and promising. “While this reclassification may reflect past performance, I am confident in the direction we’re heading and the progress we’ve made since taking office,” he added.
Achievements Under Benitez’s Leadership
Since taking the reins, Mayor Benitez has spearheaded initiatives that have revitalized Victoria’s City, earning the city regional and national attention. His administration has focused on sustainable development, streamlining government services, and fostering economic recovery through investments and public-private partnerships.
The DTI recognition is a testament to these efforts, showcasing Victorias City’s significant improvement in competitiveness and its potential to attract more investments in the future.
A Vision for the Future
As Mayor Benitez looks ahead, he emphasized that the city’s progress is a collaborative effort involving public officials, private stakeholders, and residents. “This isn’t just about individual achievements,” Benitez said. “It’s about what we can accomplish together as a community.”
Benitez’s optimistic outlook resonates with the people of Victorias City, who continue to rally behind his vision for growth and development. His leadership has not only steered the city towards economic stability but has also fostered a sense of pride among its residents.
Personal Spotlight
Outside of his political career, Mayor Javi Benitez is also known for his previous relationship with actress Sue Ramirez. While their romantic connection made headlines in the past, it is his work as Victorias City’s chief executive that now garners public attention. His dedication to governance and development serves as an inspiring example for other leaders in the region.
With its recognition as the Most Improved Component City, Victorias City is poised for continued progress, setting a benchmark for other LGUs in Negros Occidental and beyond.
