NCIP Calls Out Influencer ‘Diwata’ for Disrespecting Cordilleran Attire

The National Commission on Indigenous Peoples (NCIP) in the Cordillera region has recently criticized social media influencer and Vendors Party-list fourth nominee, Deo “Diwata” Balbuena, for his “demeaning gestures” while wearing the traditional attire of one of the Indigenous Cultural Communities (ICCs) in the area. This incident has sparked a broader conversation about cultural appropriation and the responsibilities of public figures in respecting indigenous cultures.

In a video that garnered significant attention online, Balbuena is seen wearing traditional Cordilleran attire and making gestures that many found disrespectful. The NCIP’s statement emphasized that such actions have ignited the ire of ICCs throughout the region, highlighting the insensitivity of cultural appropriation.

A particularly contentious point was Balbuena’s reference to the traditional attire as a “costume,” a term that many feel diminishes the cultural and historical significance of indigenous garments. The NCIP clarified that Balbuena is neither a member of nor affiliated with any of the fourteen ICCs/IP groups in the Cordillera region, and his portrayal does not accurately represent their values, beliefs, or cultures.

While the NCIP acknowledged that Balbuena likely did not intend to offend, they stressed that his actions reveal a broader societal issue regarding the lack of cultural awareness and sensitivity. This incident underscores the persistent challenges in educating the public to decolonize mindsets towards ICCs/IPs. The backlash from this event indicates that significant work remains in promoting cultural awareness and sensitivity, highlighting the urgent need for continued efforts to educate and reshape perceptions towards Indigenous communities.

The NCIP also called upon stakeholders, including owners of rental stalls and business establishments in Baguio, to be mindful of their societal and cultural responsibilities. They emphasized that a culturally educated tourist is less likely to produce controversial and culturally insensitive content in the future.

To prevent similar incidents, the NCIP attached guidelines on the use of cultural materials and expressions of indigenous people under NCIP Advisory No. NA-2023-09-002. They advised that anyone wishing to wear traditional Indigenous attire should first obtain permission from the relevant community and ensure that the attire is worn with respect and appropriateness. Additionally, cultural expressions such as songs, dances, chants, and rituals must be performed in a manner that aligns with their intended purpose and significance.

This incident serves as a reminder of the importance of cultural sensitivity, especially for public figures and influencers. It highlights the need for ongoing education and awareness to foster genuine respect and understanding of the rich cultural heritage of Indigenous communities.
