DAVAO CITY — Congressman Paolo “Pulong” Duterte is facing serious accusations after a man, who admitted to being a pimp, claimed the lawmaker physically assaulted him during a dispute over payment for a hired escort.
The incident, which allegedly occurred in the early hours of February 23, 2025, at Hearsay Gastropub in Barangay Obrero, was partially captured on CCTV, according to the complaint filed with the Criminal Investigation and Detection Group (CIDG).
The complainant, 37-year-old Kristone John Patria y Moreno, said in an affidavit that tensions began after a hired woman complained of being paid only ₱1,000, far below the ₱13,000 originally agreed upon. Moreno, who admitted to arranging escorts for Duterte and businessman Charlie Tan at private gatherings, said the confrontation escalated quickly.
According to Moreno, Duterte, Tan, and several women had been drinking earlier that night at Tan’s home in Woodridge Subdivision, Maa. They later moved to the bar, where the situation turned violent. Moreno claimed Duterte became furious after learning that one of the women failed to leave with a member of his security team. The issue of the underpayment further enraged him.
Moreno alleged that Duterte attacked him without warning, headbutting, punching, and kicking him, before reportedly attempting to stab him in the side. “He threatened to kill me while beating me,” Moreno stated in his affidavit.
He added that Duterte’s bodyguards prevented his escape by locking the bar doors. Moreno also said Duterte ordered the bar’s CCTV system turned off, though he believes some of the violence was recorded before the system was disabled.
The beating allegedly continued for nearly two hours. Moreno further claimed Duterte mocked him by giving him ₱1,000 after each blow, as if to symbolize the woman’s underpayment.
Before leaving, Duterte allegedly warned Moreno to settle the missing payment or face further harm. Due to fear, Moreno delayed reporting the incident and seeking medical attention. “People in Davao know how powerful the Dutertes are. I feared for my life and my family’s safety,” he said.
Now, Moreno says he is prepared to cooperate with investigators and hopes the bar’s CCTV footage will serve as crucial evidence.
As of this report, Congressman Duterte has not issued a public statement in response to the allegations.
