Timor-Leste Release an Official Statement on Arnie Teves Arrest

On Wednesday, May 28, 2025, the government of Timor-Leste released an official statement regarding the arrest of former Negros Oriental 3rd District Representative Arnolfo “Arnie” Teves Jr., who had been living in the country for more than two years. The statement marked a critical stance on Teves’ continued presence, which Timor-Leste said had strained relations with the Philippines and raised security concerns.

“His (Teves) prolonged stay in Timor-Leste for over two years poses a disturbance to bilateral relations between the two states and sets a concerning precedent with potential implications for internal security,” the government’s statement read.

Officials further stressed that Timor-Leste does not wish to be seen as a sanctuary for fugitives. “The perception that Timor-Leste could be a refuge for individuals wanted for serious crimes may undermine the country’s image in the international community and affect trust in its institutions,” the statement added.

Teves, who is facing multiple murder charges in the Philippines—including the high-profile assassination of Governor Roel Degamo and nine others in March 2023—was arrested at his residence by local authorities. A video of the operation went viral on social media, intensifying public interest and diplomatic pressure.

In addition to the Degamo case, Teves is also linked to the 2019 killings of three individuals. He was designated a terrorist by the Philippine Anti-Terrorism Council and was expelled from Congress for misconduct and unauthorized extended absence.

The Philippines has long sought Teves’ extradition. Timor-Leste’s Court of Appeals initially approved the extradition in June and again in December 2024. However, in a surprise reversal in March 2025, the court denied the request over fears that Teves might face torture or inhumane treatment upon return.

Despite the setback, Philippine authorities remain firm in their pursuit. Justice Secretary Jesus Crispin Remulla expressed optimism, stating that the government would continue to work with Timor-Leste to ensure justice is served. “International cooperation remains essential in holding individuals accountable,” he said.
