PAGASA Forecast: Monsoon Rains to Continue in PH – July 20, 2025

MANILA, Philippines — July 20, 2025 — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported on Sunday afternoon that the Southwest Monsoon, locally known as Habagat, will continue to bring widespread rainfall across various regions of the country in the next 24 hours.

In its 4:00 PM weather bulletin, PAGASA identified Zambales, Bataan, and Occidental Mindoro as the areas most likely to experience heavy to intense monsoon rains. Residents in these areas are advised to prepare for possible flash floods and landslides due to the accumulated precipitation.

Metro Manila and its surrounding provinces, including the Ilocos Region, Benguet, Tarlac, Pampanga, Bulacan, Cavite, Laguna, Batangas, Rizal, Oriental Mindoro, Antique, and Iloilo, can expect occasional rains. Although less intense, these rains still pose risks of flooding and landslides, especially in low-lying and mountainous areas.

The rest of Luzon, Visayas, Zamboanga Peninsula, Northern Mindanao, and Caraga will experience generally cloudy skies accompanied by scattered rain showers and thunderstorms, also brought by the Habagat. PAGASA warns that some of these thunderstorms could bring moderate to occasionally heavy rain, further raising concerns about flash flooding and soil erosion.

Meanwhile, the rest of Mindanao will see partly cloudy to cloudy skies with isolated rain showers or thunderstorms. These isolated storms could still result in flash floods or landslides, especially during severe thunderstorms.

WIPHA Remains Outside PAR

Though not currently within the Philippine Area of Responsibility (PAR), Severe Tropical Storm Wipha—formerly known as “Crising”—continues to enhance the southwest monsoon. As of 3:00 PM, Wipha was located 935 km west of extreme Northern Luzon with maximum sustained winds of 110 km/h and gusts reaching up to 150 km/h.

Wind and Coastal Conditions

Strong southwesterly winds are expected over the northern and western sections of Luzon, resulting in rough coastal waters (wave heights between 2.8 to 4.0 meters). Moderate to strong winds will affect the rest of Luzon, while Visayas and Mindanao will experience light to moderate winds and seas.

Heavy Rainfall Outlook

PAGASA projects cumulative rainfall ranging from 50-100 mm in areas such as Pangasinan, Zambales, Bataan, Antique, and Iloilo from today through July 21. From July 22 onward, Metro Manila, Cavite, Batangas, Rizal, and Negros Occidental may receive between 50 to 200 mm of rainfall, particularly in high-elevation areas where rainfall accumulation can be more intense.

Flood Advisories Issued

Flood advisories have been released for multiple regions, including NCR (Advisory #4), Central Luzon (#10), MIMAROPA (#13), Bicol Region (#12), and Western Visayas (#15), among others. These advisories are aimed at alerting local governments and communities to take precautionary measures to safeguard lives and properties.
