#WALANGPASOK: Class, Work Suspensions for September 23, 2025

Classes and government work have been suspended in several areas across Northern and Central Luzon on Tuesday, September 23, 2025, due to the continued effects of Super Typhoon Nando and the enhanced Southwest Monsoon.

According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), Nando made landfall at around 3:00 p.m. over Panuitan Island in Calayan, Cagayan. The typhoon continues to bring heavy rainfall, strong winds, and rough sea conditions across Northern Luzon and surrounding regions.

Local government units (LGUs) have announced suspensions of face-to-face classes and, in some areas, work in government offices to ensure public safety as the storm maintains its intensity.

Class and Work Suspensions (as of September 23, 2025):

Cordillera Administrative Region (CAR):

  • Tuba, Benguet – No face-to-face classes from pre-school to senior high school, both public and private.
  • Abra – All levels, public and private.

Ilocos Region:

  • Luna, La Union – All levels, public and private.
  • Basista, Pangasinan – All levels, public and private.

Cagayan Valley Region:

  • Batanes – All levels, public and private.
  • Tuguegarao City – No face-to-face classes from kindergarten to tertiary level, including graduate studies.
  • Abulug, Cagayan – All levels, public and private.

Local officials reminded the public that the suspensions are intended to prioritize safety as flooding, landslides, and power interruptions remain possible. Residents in low-lying and mountainous areas have also been urged to remain vigilant and heed evacuation advisories from their respective disaster risk reduction and management offices.

PAGASA added that storm warnings and rainfall advisories are still in effect, particularly in areas near the typhoon’s path. As Nando exits the Babuyan Islands and continues to enhance the Southwest Monsoon, rains may extend to parts of Central Luzon and even Metro Manila, potentially causing flooding in flood-prone areas.

Government agencies have advised employees in affected regions to monitor further announcements regarding work resumption. The Department of Education (DepEd) and the Commission on Higher Education (CHED) also said that schools may implement modular or online learning where feasible.

The public is advised to regularly check updates from PAGASA, local government units, and official government channels for real-time advisories.
