Veteran radio broadcaster and columnist Ramon Tulfo has ignited public debate after disclosing what he described as an alleged political “game plan” involving a group he calls the “BGC Boys”—former DPWH district engineers Henry Alcantara, Brice Hernandez, and Jaypee Mendoza—and Vice President Sara Duterte.

In a Facebook post dated January 10, Tulfo claimed that the group is maneuvering to overturn their earlier statements related to controversial DPWH flood control projects, while simultaneously working toward securing Duterte’s acquittal from a looming impeachment complaint and paving her path to the presidency in 2028.
According to Tulfo, the BGC Boys allegedly intend to retract confessions that previously implicated several high-ranking government officials in the supposed flood control scam. He cited information from what he referred to as his “tweety bird,” a term he often uses to describe confidential sources.
Tulfo further claimed that lawyers linked to the BGC Boys have been holding talks with the camp of Vice President Duterte, whom he said could face impeachment proceedings as early as next month. The goal, he alleged, is to ensure Duterte’s acquittal in the Senate—acting as the impeachment court—so she can remain politically viable for the 2028 national elections.
“Their hope,” Tulfo wrote, “is that Sara will be acquitted in the Senate and eventually become president in 2028.”
He also alleged that the BGC Boys expect to receive executive clemency—such as pardon, commutation, or reprieve—should Duterte win the presidency. According to Tulfo, the group believes they would otherwise face imprisonment on charges of plunder connected to the flood control anomalies.
Tulfo further claimed that Duterte must maintain the loyalty of her allied senators, as impeachment decisions require a physical vote in the Senate. He named Senators Chiz Escudero, Joel Villanueva, and Jinggoy Estrada as among those previously mentioned by the BGC Boys in relation to the alleged scheme.
He also suggested that certain lawmakers tied to so-called “ghost projects” could be implicated in a chain of accusations that might eventually reach former House Speaker Martin Romualdez and even President Ferdinand “Bongbong” Marcos Jr.
Despite the seriousness of the allegations, Tulfo acknowledged that he has not presented concrete evidence to the public. As of this writing, neither the BGC Boys nor the camp of Vice President Duterte has issued any official response, denial, or comment regarding the claims.
The revelations, though unverified, have fueled intense discussion across political circles, raising questions about accountability, transparency, and the high stakes of the country’s shifting political landscape.
