The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that the Northeast Monsoon, locally known as Amihan, continues to affect Luzon, while the Easterlies are influencing weather patterns across the rest of the country on February 18, 2026. These systems are expected to bring varying weather conditions, including rain and thunderstorms, in several regions.

Residents in Caraga and the Davao Region can expect cloudy skies with scattered rains and thunderstorms caused by the Easterlies. PAGASA warned that moderate to occasionally heavy rainfall may trigger flash floods or landslides, particularly in low-lying and mountainous areas. Local authorities are advised to closely monitor weather developments and ensure preparedness measures are in place.
Meanwhile, areas including Cagayan, Isabela, Aurora, Quezon, and Camarines Norte will experience cloudy skies with continuous rains due to the Northeast Monsoon. Similar hazards such as flash floods and landslides may occur in these provinces, especially in areas prone to flooding and soil erosion.
In Metro Manila, the Visayas, and the rest of Luzon, residents can expect partly cloudy to cloudy skies with isolated light rains. PAGASA noted that no significant impacts are expected in these areas, although occasional brief showers may still occur.
For the remaining parts of Mindanao, weather conditions will generally be partly cloudy to cloudy with isolated rain showers or thunderstorms. Despite the generally fair weather, severe thunderstorms could still lead to sudden flash floods or landslides in vulnerable communities.
In terms of coastal conditions, moderate to strong northeast winds are expected to affect the northern and western sections of Northern Luzon and the eastern portion of the country. Coastal waters in these areas may become moderate to rough, with wave heights ranging from 1.8 to 3.1 meters, posing risks to small sea vessels. The rest of the country will experience light to moderate winds with moderate coastal waters ranging from 0.6 to 2.5 meters.
PAGASA also issued General Flood Advisories at 6:00 AM covering Northern Mindanao, SOCCSKSARGEN, as well as Caraga and the Davao Region. Residents in these areas are urged to remain alert for possible flooding in river channels, streams, and low-lying communities.
Authorities continue to encourage the public to stay updated through official weather bulletins and follow local disaster risk reduction advisories to ensure safety amid changing weather conditions.
