No Alert Levels Raised in UAE, Kuwait, Bahrain, and Qatar, Says DFA

The Department of Foreign Affairs (DFA) has clarified that no alert levels have been raised in the United Arab Emirates, Kuwait, Bahrain, and Qatar despite ongoing tensions in parts of the Middle East. The statement came after the Overseas Workers Welfare Administration (OWWA) earlier said it had received information suggesting that alert levels in these Gulf countries had already been elevated.

According to the DFA, it remains the primary and official source of alert level declarations for any country. The agency emphasized that any changes in alert status will be formally announced through its official channels. As of now, Filipinos living and working in the United Arab Emirates, Kuwait, Bahrain, and Qatar may continue their normal activities while staying vigilant and monitoring updates from authorities.

While no new alert levels have been declared in these four countries, several nations in the region are currently under specific alert classifications due to ongoing security concerns.

The countries with existing alert levels are:

• Iran – Alert Level 2
• Iraq – Alert Level 3
• Israel – Alert Level 2
• Jordan – Alert Level 1
• Lebanon – Alert Level 3
• Palestine – Alert Level 4
• Syria – Alert Level 4
• Yemen – Alert Level 4

The DFA’s alert level system serves as a guide for Filipinos abroad, particularly overseas Filipino workers (OFWs), to understand the security situation in their host countries and determine appropriate actions.

Alert Level 1, or the precautionary phase, advises Filipinos to take necessary precautions and avoid non-essential travel. While normal activities may continue, heightened awareness is encouraged.

Alert Level 2, known as the restriction phase, requires Filipinos to limit movements, avoid high-risk areas, and take shelter when necessary. The government may also impose restrictions on the deployment of new workers.

Alert Level 3 calls for voluntary repatriation. Under this level, Filipinos are strongly encouraged to return to the Philippines if they feel unsafe. The government prepares assistance for those who choose to leave.

Alert Level 4 is the highest classification and mandates repatriation. Travel to the affected country is prohibited, and Filipinos are required to return home, as the situation is considered severely dangerous.

The DFA reiterated that it continuously monitors global developments and coordinates with Philippine embassies to ensure the safety and welfare of Filipinos abroad.
