At about 11:50 Friday morning, the suspect, Vhon Martin Tanto who is an Army reservist, was arrested at Barangay Bangat, Milagrosa, Masbate.

Tanto is the suspect in the killing of Mark Vincent Garalde during an altercation along P. Casal Street on July 23 night.

A video caught by a closed-circuit television camera shows the shooting of Garalde, who was riding a bicycle, after he and another man who was driving a red car engaged in a fistfight. The man, later identified as Tanto, returned to his vehicle apparently to get his gun and shot Garalde point blank and fired several more shots as the biker was lay sprawled on the pavement.

The 35-year old victim was on his way to work at an online gaming shop when he encountered Tanto.

Armed Forces of the Philippines (AFP) Spokesperson B/Gen. Restituto Padilla said that the arrest was done peacefully because Tanto did not make any resistance from being taken custody by his former colleagues.

The military acted to run after Tanto to help the police men to arrest him.

AFP Chief of Staff General Ricardo Visaya has earlier ordered for the arrest of the former reservist.

The suspect was immediately brought to the headquarters of the 19th Infantry Battalion where the operatives of the Philippine National Police Criminal Investigation and Detection Group (PNP-CIDG) await him.

From CIDG, Tanto will be turned over to PNP and put him under Manila Police District custody which holds the case.

It was later clarified that Tanto has not been reporting to duty for a year and has not complied with the requirements to qualify as an Army reservist which pushed the AFP to remove him from the roster.
