House Secretary General Reginald Velasco confirmed that an additional 25 members of the House of Representatives have submitted their verification forms to become complainants in the impeachment case against Vice President Sara Duterte. These lawmakers were unable to personally attend the initial oath-taking and verification due to their duties in their respective districts or because they were abroad.
The newly listed complainants include:

According to Velasco, if permitted by the Senate impeachment court, the total number of lawmakers who signed the complaint against VP Duterte could reach 240. He stated, “The Senate has not yet convened, so it will be up to them to decide what to do with these 25 members of the House of Representatives who have sent us their verification.”
On February 5, 2025, 215 members of the House of Representatives signed the impeachment complaint against Duterte. The complaint included allegations such as corruption, a plot to assassinate President Bongbong Marcos, involvement in extrajudicial killings, and inciting insurrection and public disorder. The impeachment complaint surpassed the required 102 signatures—one-third of the House of Representatives, as mandated by the Constitution. As a result, the complaint was formally recognized as an Articles of Impeachment against Duterte and was transmitted directly to the Senate without requiring a plenary vote. This marks the fourth impeachment complaint filed against Duterte.
Among those who signed the impeachment complaint were Ilocos Norte Rep. Sandro Marcos, son of the president, and House Speaker Martin Romualdez. At least 101 lawmakers from Luzon and 40 from the Visayas signed the complaint. In Mindanao, 41 out of 60 district representatives supported the impeachment. However, in the Davao Region, only Davao del Sur Rep. John Tracy Cagas signed among the 11 district representatives. Additionally, 33 out of 61 party-list representatives backed the impeachment.
The Articles of Impeachment against VP Duterte include the following charges:
- Contracting an assassin and planning to kill the sitting president, the first lady, and the speaker of the House of Representatives, a plot she allegedly admitted in a live broadcast.
- Misuse and embezzlement of confidential funds allocated to the Office of the Vice President (OVP) and the Department of Education (DepEd).
- Violating Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act).
- Unexplained wealth accumulation and failure to declare all assets and interests in her Statement of Assets, Liabilities, and Net Worth (SALN).
- High crimes of murder and conspiracy to commit murder.
- Engaging in destabilization activities, sedition, and insurrection.
- Duterte’s overall conduct as Vice President, including the execution of the aforementioned acts.
These developments have placed significant attention on the country’s political landscape, particularly the relationship between the administration of President Marcos and Vice President Duterte. As the impeachment process moves forward, the Senate will ultimately decide the fate of VP Duterte in her position.
