President Ferdinand “Bongbong” Marcos Jr. led the oath-taking ceremony of 39 newly promoted high-ranking officers of the Philippine National Police (PNP) on Monday, April 7, 2025, at the Malacañang Palace.
The ceremony recognized the promotion of 4 Police Lieutenant Generals, 11 Police Major Generals, and 24 Police Brigadier Generals. Among the notable officers promoted were Criminal Investigation and Detection Group (CIDG) Chief Nicolas Torre III and Police Brigadier General Jean Fajardo, who were conferred star ranks during the ceremony.
In his keynote address, President Marcos emphasized the immense responsibility that comes with higher ranks in public service. He called on the officers to embody the values of professionalism, ethics, and unwavering respect for human rights in performing their duties.
“Remember, you are not only rising in rank, you are also rising in responsibility,” the President said. “You are stepping up into a position that demands no less than the highest standards of ethics, professionalism, and respect for human rights at all times. Always carry in your hearts your oath to our great Republic — to faithfully, honestly, and unequivocally uphold and defend our Constitution.”
The President also challenged the newly promoted generals to be at the forefront of building a “Bagong Pilipinas” — a new Philippines where peace, security, and dignity are part of everyday life for all Filipinos.
“You are instrumental in building a nation where the people can live peacefully, free from fear, and with dignity,” he added.
The newly promoted officers are expected to take on more significant roles in advancing the administration’s goals of peace and order, public safety, and effective law enforcement.
The promotions are part of the continuing efforts to strengthen the leadership core of the PNP and enhance its capability to respond to national security challenges.
Malacañang reiterated its full support for the police force, particularly in ensuring that all promotions are based on merit, integrity, and the capacity to serve the Filipino people faithfully.
