DOH Clarifies Pemberton Issue, Says No Conditions Were Provided To PH
DOH CLARIFIES PEMBERTON ISSUE – The controversial release of convicted killer Joseph Scott Pemberton was made even more controversial after Harry Roque’s recent statements.
Yesterday the Presidential Spokesperson stated:
Sa tingin ko itong desisyon ng Presidente — ito ay personal na opinyon ko — ang pagbibibay ng pardon kay Pemberton ay kabahagi ng pagnanais ng President na kapag mayroon nang vaccine na na-develop — kung sa Amerika man — ay makikinabang din ang Pilipinas
Furthermore, Roque believes that President Rodrigo Duterte’s decisions were anchored on national interest, especially in a time where vaccines are widely needed. However, the Department of Health Undersecretary Maria Rosario Vergeire clarified that no such deals were made with the United States.
“We have had discussions already with manufacturers from the US. No conditions were provided or given for us“
However, even though Roque’s statements were merely his opinions, he also mentioned that Duterte’s executive decision to give Pemberton a pardon was part of his plans to get a vaccine for the Philippines.
But, Vergeire noted that all vaccine candidates to enter the Philippines would need to undergo regulatory processes of the country.

Like what we always say, all the vaccines entering the country have to go through our regulatory process to ensure they are safe, effective against COVID-19 and they will benefit the population.
