DPWH Issues Statement on Sta. Maria-Cabagan Bridge Collapse

The Department of Public Works and Highways (DPWH) Region 02 has issued an official statement regarding the collapse of the Sta. Maria-Cabagan Bridge on the evening of February 27, 2025. According to the DPWH, the bridge collapsed when a dump truck carrying boulders weighing 102 tons attempted to cross.

The 990-meter-long bridge was recently completed on February 1, 2025, for ₱1,225,537,087.92 billion. The collapsed section spans 60 meters. Construction of the bridge began in November 2014, with R.D. Interior, Jr. Construction serving as the contractor.

Six individuals, including a child, sustained injuries in the incident. DPWH Region 02 is currently conducting an investigation and has sought assistance from experts at the Bureau of Design and the Bureau of Construction in the Central Office to perform a thorough evaluation and assessment.

The collapse of the Sta. Maria-Cabagan Bridge has raised concerns about infrastructure safety and quality control in the region. The bridge was intended to improve connectivity between Sta. Maria and Cabagan, facilitating transportation and commerce. Its sudden failure not only disrupts daily activities but also poses questions about the structural integrity of newly constructed public works.

In its official statement, DPWH Region 02 emphasized its commitment to determining the cause of the collapse. They have formed a task force comprising engineers and technical experts to conduct a comprehensive investigation. This team will examine various factors, including the design, materials used, construction methods, and adherence to safety standards.

Preliminary reports suggest that the dump truck’s weight exceeded the bridge’s load capacity. The truck, carrying 102 tons of boulders, may have imposed stress beyond what the structure was designed to handle. However, officials caution against concluding until the investigation is complete.

The contractor, R.D. Interior, Jr. Construction, has expressed their willingness to cooperate fully with the investigation. They have provided all necessary documentation and are assisting authorities in understanding the construction process. The company maintains that all procedures were followed according to the project’s specifications and standards.

Residents have voiced their concerns, noting that the bridge was a vital link for their communities. The collapse has not only caused physical injuries but also disrupted the local economy, as transportation of goods and services has been severely affected. Alternative routes are being assessed to restore connectivity while the bridge remains out of commission.

In response to the incident, the DPWH has initiated a review of similar infrastructure projects in the region. This proactive measure aims to identify and address potential vulnerabilities in other structures to prevent future occurrences. The department is also considering implementing stricter monitoring and evaluation protocols during and after construction phases.

The injured individuals are currently receiving medical treatment, and the DPWH has assured that they will assist the victims and their families. The department extends its sympathies and is committed to supporting those affected by the incident.

As the investigation progresses, the public is urged to await official updates from the DPWH and local authorities. Speculation and dissemination of unverified information may hinder the investigative process. The DPWH pledges transparency and will release findings as they become available.

The collapse of the Sta. Maria-Cabagan Bridge is a critical reminder of the importance of rigorous safety standards and quality assurance in infrastructure projects. The outcome of the ongoing investigation will be pivotal in shaping future policies and practices to ensure the safety and reliability of public works.

  1. While the investigation is underway, blame should not be focused and imposed upon the truck and driver. There are other factors to be considered. Official report to be awaited.
