Duterte Admin to Set 10 Percent Limit on Contractual Workers

Incoming Department of Labor and Employment Secretary Silvestre Bello III told reporters in Davao City that the Duterte admin will no longer allow companies to employ more than 10 percent of the workforce under the controversial scheme called contractualization, the system wherein the workers never gets regularized.

Sec. Bello clarified that the 10% requirements of companies are already in the Labor Laws but its just a matter of implementation. He was quoted as saying “Nasa batas na ‘yan, and it’s just a matter of implementing the law. Kailangan ng strict but equitable implementation of the law,” Bello told reporters in Davao.

The DOLE Secretary stated that among the equitable ways of putting the law in place include letting companies have 10 percent of the workers as contractual employees. Aside from the government’s plans to implement the law, the private companies are also advised that they must implement such rules of contractualization.

Sec. Bello also revealed that the Labor Department will implement some reforms which will be implemented under his watch as DOLE chief like the fast-tracking of business processes. One of the major achievement of Mayor Duterte in Davao City is the 72-hour timeline when applying for business permits. The said program will be implemented under the administration of President Rody Duterte.

“Para sa assurance ng business, we will impose ‘yung timeline ni President Duterte – 72 hours timeline. Lahat ng opisina under the DOLE – pag-pumasok ang papel sa opisina mo, dapat lumabas ‘yan whether approved or disapproved. Palabasin mo ‘yan otherwise you can be administratively charged,” he emphasized.
