Interpol to Arrest Former President Duterte Upon Arrival from Hong Kong

The Chief of the Philippine National Police’s Criminal Investigation and Detection Group (CIDG), Brigadier General Nicolas Torres, has confirmed that the International Criminal Police Organization (Interpol) will execute an arrest warrant for former President Rodrigo Duterte upon his arrival at Ninoy Aquino International Airport (NAIA) Terminal 3. Duterte is scheduled to arrive on a Cathay Pacific flight from Hong Kong.

This development follows the issuance of a red notice by Interpol, acting on a warrant from the International Criminal Court (ICC), in connection with allegations of crimes against humanity linked to Duterte’s controversial anti-drug campaign during his presidency. The campaign, which began in 2016, has been widely criticized for extrajudicial killings. Human rights organizations estimate that thousands of individuals, primarily from low-income communities, were killed during the government’s aggressive crackdown on illegal drugs.

In preparation for Duterte’s arrival, the Philippine National Police (PNP) has placed its forces on heightened alert. An undisclosed number of personnel have been mobilized to ensure the smooth execution of the arrest warrant. PNP spokesperson Brigadier General Jean Fajardo stated that the PNP is prepared to assist Interpol in enforcing the warrant, emphasizing the agency’s commitment to international law enforcement cooperation.

The Philippine government’s stance on the ICC’s investigation has shifted over time. Initially, Duterte’s administration resisted the ICC’s involvement, citing concerns over national sovereignty. However, recent statements from government officials indicate a willingness to cooperate with international authorities. Executive Secretary Lucas Bersamin noted that if the ICC’s red notice is enforced through Interpol, the Philippine government would be obliged to comply. He added that domestic law enforcement agencies must uphold international protocols in such cases.

Duterte has publicly addressed the ICC’s investigation on multiple occasions. In a recent statement before the House of Representatives, he challenged the ICC to expedite its probe, stating, “If they have evidence, they should bring it forward. I am ready to face the charges.” This marks a departure from his earlier stance, where he rejected the ICC’s jurisdiction over the Philippines.

Legal experts have pointed out the complexities of enforcing international arrest warrants. While Interpol can issue red notices, their execution depends on the cooperation of local law enforcement.
