Jamila Ruma, 21, Proclaimed Youngest Mayor in the Philippines

In a historic and emotionally charged moment, 21-year-old Jamila Ruma has been officially proclaimed the new mayor of Rizal, Cagayan, making her the youngest mayor in the Philippines. She steps into the position following the tragic death of her father, former Mayor Atty. Joel Ruma, who was gunned down during a campaign rally on April 23.

“I will make sure to continue the legacy of my father, Mayor Atty. Joel A. Ruma,” she vowed in her proclamation speech. “Hindi ko po pababayaan ang ating bayan ng Rizal. Patuloy po ang serbisyong sapat at tapat na sinimulan ng aking ama.”

Joel Ruma was assassinated around 9 p.m. in Barangay Illuru Sur while addressing supporters. According to police reports, unidentified assailants shot the mayor, with the fatal bullet entering through his right shoulder and exiting through his back, suggesting that the shot came from an elevated position. Col. Randulf Tuaño, Chief of the PNP Public Information Office, said the possibility of a sniper attack is being seriously considered.

Authorities recovered a shell casing at a suspected sniper’s location and are now investigating the potential use of night vision equipment. Three other individuals, all spectators, were also injured in the chaos, possibly struck by stray bullets, including some from Ruma’s security detail.

The Cagayan Valley police have since established a Special Investigating Task Group dedicated to solving the case. Members of Ruma’s security team are currently undergoing questioning and paraffin tests as part of the probe.

Despite the tragedy, the people of Rizal have rallied behind Jamila Ruma, whose proclamation symbolizes both hope and continuity. Supporters describe her as determined and mature beyond her years, and many believe she will be able to carry on her father’s vision of public service.
