On the approach of December 23, 2023, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAG-ASA) released their official public weather forecast regarding the weather conditions across the entire country. According to the report issued at 4:00 PM on the said day, it is related to the influence of the Northeast Monsoon, causing various conditions in different regions of Luzon, Visayas, and Mindanao.
In the Cordillera Administrative Region, Cagayan Valley, Aurora, and Quezon, the rain is once again overflowing due to the mentioned monsoon. This results in hazardous rainfall that could lead to overflowing floods or landslides. Therefore, it is important for residents in these areas to exercise caution and be prepared to avoid any harm.
In the Bicol Region, Palawan, Visayas, and Mindanao, there will be light to moderate rain under partly cloudy to cloudy skies. The rainfall is attributed to Easterlies or localized showers that may also cause flash floods or landslides, especially during heavy rain or thunderstorms. Residents should stay alert and be ready for potential dangers.
In Metro Manila and other parts of Luzon, particularly the remaining areas, there will be partly cloudy to cloudy skies with occasional light rain. However, according to PAG-ASA, this will not have a significant impact on these areas.
Regarding wind and coastal water conditions, different levels of intensity are expected depending on the location. In some parts of Northern Luzon, the eastern sections of Central and Southern Luzon, and Visayas, strong winds and rough coastal waters are anticipated. Meanwhile, in other parts of Luzon and the eastern section of Mindanao, the wind will be moderate to strong, and coastal waters will be moderate to rough. In other parts of the country, there will be light to moderate winds and slight to moderate coastal waters.
