Philippine National Police (PNP) Chief Gen. Rommel Francisco Marbil on Wednesday ordered the dismissal of two police officers allegedly moonlighting as personal bodyguards for Davao City First District Representative Paolo Duterte.

In a chance interview at Camp Crame, Marbil confirmed that the two police personnel, along with two members of the Armed Forces of the Philippines (AFP), were identified through CCTV footage that captured an alleged altercation involving Duterte at a bar in Davao City.
According to Marbil, the officers involved have already surrendered their service firearms and identification cards. However, they subsequently went on absence without official leave (AWOL), raising further concerns about their conduct.
Marbil emphasized that the commanders of the dismissed police officers will also be removed from service for failing to properly monitor and report their subordinates’ activities. “Every day, we submit reports and account for our personnel. Moonlighting wouldn’t happen if those reports weren’t falsified,” he said. “So, those two moonlighting in Davao—their commanders will be discharged as well.”
The PNP chief stressed the seriousness of the offense, noting that dishonesty complaints will be filed against the erring officers. If found guilty, they will be perpetually disqualified from holding any government position. “This serves as a warning to our police officers: take your job seriously and perform your duties with integrity,” he said.
Moonlighting, or working a second job without authorization, is strictly prohibited in the police force, especially when it involves high-profile figures or political personalities. Marbil’s move signals the PNP’s firm stance against misconduct within its ranks.
Meanwhile, Congressman Paolo Duterte has yet to release a formal statement regarding the incident. In a previous interview, he said he is waiting for the video to be authenticated and will refrain from commenting until a formal complaint is filed.
The case is expected to prompt further internal reviews within the PNP and AFP, as public scrutiny mounts over the involvement of uniformed personnel in unauthorized private engagements.
