The country’s elite police force, the Philippine National Police-Special Action Forces (PNP-SAF) will be utilized by the Duterte administration as jail guards of the national penitentiary, Bilibid Prison. According to the incoming Justice Secretary Vitaliano Aguirre a total of more than 1,000 PNP-SAF troopers will be used to guard the facility, the controversial prison cell during the administration of Pres. Aquino.
The New Bilibid Prison (NBP) in Muntinlupa City will no longer be manned by jail guards under the Duterte administration as Justice Secretary revealed to the media that he has coordinated with incoming PNP Chief Ronald dela Rosa who promised to assign the elite forces of the PNP to guard the facility which is considered as one of the dirtiest prison facility in the world by some international news media organization.
The Bilibid Prison has gained notorious reputation because of the alleged continued irregularities such gun running and illegal d*** trade inside the prison despite the numerous attempt of the former DOJ Secretary Leila de Lima through her various raid of the facility but failed to stop the said illegal activities inside the country’s most dangerous penitentiary.
In an interview with the media, incoming DOJ Secretary Vitaliano Aguirre said that current NBP jail guards would undergo months of re-training and in their absence personnel from the Special Action Forces, an elite unit of the Philippine National National Police, would take over their posts. The DOJ Secretary was quoted as saying “All the jail guards, employees (image) are tainted, so if there is no evidence to file criminal cases against them, there should at least be a re-education, re-training,” he said.
The incoming justice chief believes the SAF is qualified for the task at hand because they even assisted in the early stages of “Oplan Galugad” at the national penitentiary. Oplan Galugad aims to preempt the possible occurrence of criminal activities.
The Department of Justice wanted to prevent the degrading image of Bilibid Prison as he plans to rotate the SAF men and might even seek the assistance and help of the Armed Forces of the Philippines in cleaning the tainted ranks of the National Bilibid Prison, which is also considered as a national landmark in Muntinlupa City.
