Weather Update: Typhoon KABAYAN (JELAWAT) December 18, 2023, 5:00 AM
I. LOCATION AND INTENSITY:
Typhoon KABAYAN has been recorded over the coastal waters of Caraga, Davao Oriental, based on data gathered as of 5:00 AM.
II. CYCLONE CHARACTERISTICS:
It has maximum sustained winds near the center of 65 km/h, gustiness reaching up to 80 km/h, and a central pressure of 1002 hPa.
III. MOVEMENT:
It is moving towards the West-Northwest at a speed of 15 km/h.
IV. EXTENSION OF WAVES:
Strong to stormy conditions extend up to 420 km from the center.
V. TROPICAL CYCLONE WIND SIGNALS (TCWS) IN EFFECT:
TCWS No. 2:
Danger of strong winds (Gale-force winds) within 24 hours. Wind strength: 62 to 88 km/h (Beaufort 8 to 9). Possible impacts: Significant risk to life and property. Affected areas: Dinagat Islands, Surigao del Norte (including Siargao and Bucas Grande Islands), Surigao del Sur, and others.
TCWS No. 1:
The danger of intense or strong winds within 36 hours. Wind strength: 39 to 61 km/h (Beaufort 6 to 7). Possible impacts: Small to medium risk to life and property. Affected areas: Southern part of mainland Palawan, and others.
VI. AFFECTED AREAS:
Various provinces from Caraga to different parts of Luzon, Visayas, and Mindanao may be affected by the typhoon.
VII. RAINFALL:
Exercise caution in areas prone to rain, especially in elevated or high places and flood-prone areas. There is a possibility of river overflow and landslides, particularly in high-risk areas based on hazard maps.
VIII. SHEAR LINE:
The Shear Line associated with the passage of Typhoon KABAYAN may bring heavy rainfall to the eastern part of Southern Luzon.
IX. RAINFALL WARNING:
Weather Advisory No. 4 was issued last night, and the 24-hour Public Weather Forecast and Outlook was released at 4:00 AM today.
X. WARNING LEVEL:
Orange Warning Level: Risk of flooding in low-lying areas and landslides in high areas in Southern Leyte.
Yellow Warning Level: Possible flooding in low-lying areas and landslides in high areas in Biliran, Leyte, Bohol, and others.
XI. RAINFALL ADVISORY No. 8:
Concerning rainfall in the regions of Siquijor, Negros Oriental, and the southern part of Cebu, it may persist for 2 to 3 hours and may affect nearby areas.
