Malacañang has officially released Memorandum Circular No. 81, series of 2025, directing all government offices to implement work-from-home (WFH) arrangements from 8:00 AM to 12:00 PM on April 16, 2025. The memo further suspends work starting at noon onwards, allowing employees sufficient time to observe Maundy Thursday and Good Friday, and to travel to and from their home provinces or other destinations.

The circular, signed by Executive Secretary Lucas Bersamin by the authority of President Ferdinand Marcos Jr., highlights the importance of giving public sector workers time for religious observance and family reunions during the Holy Week.
“This measure aims to promote spiritual reflection and ensure public employees can properly observe the solemnity of the Lenten season,” the memorandum stated.
While the directive is mandatory for government offices, the memo clarified that private companies and organizations are not required to follow the same arrangements. However, their management may adopt similar WFH or work suspension policies based on their discretion.
The order applies nationwide, covering both national government agencies and regional branches. Agencies involved in the delivery of basic services, disaster response, and other critical functions are advised to maintain a skeletal workforce to ensure continued operations.
Holy Week is one of the most observed religious holidays in the Philippines. With the anticipated influx of travelers during this period, the memo also seeks to ease road congestion by reducing government personnel movement in the afternoon.
Filipinos are reminded to stay safe during their travels and observe health and safety protocols, especially in crowded public spaces and transport hubs. Malacañang encouraged both public and private sectors to promote mindfulness, compassion, and spiritual renewal during the Holy Week.
