#WalangPasok: Malacañang Suspends Classes on July 25, 2025

Malacañang has officially released Memorandum Circular No. 93 s. 2025, ordering the suspension of classes at all levels in several areas on Friday, July 25, 2025, due to the persistent heavy rains brought about by Tropical Cyclones “Dante” and “Emong”, along with the intensified Southwest Monsoon (Habagat).

The affected areas include:
Metro Manila, Ilocos Sur, Ilocos Norte, La Union, Pangasinan, Abra, Benguet, Mountain Province, Ifugao, Kalinga, Apayao, Cagayan, Isabela, Quirino, Nueva Vizcaya, Aurora, Tarlac, Pampanga, Nueva Ecija, Bulacan, Rizal, Quezon, Laguna, Cavite, Batangas, Bataan, Zambales, Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon, Palawan, Camarines Norte, Camarines Sur, and Albay, as well as the Babuyan Group of Islands.

According to the memorandum, the decision was made in response to widespread flooding, possible landslides, and other weather-related hazards that continue to affect these regions. The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) has warned that rains may persist throughout the week due to the combined effects of the weather systems.

While classes are suspended in these areas, agencies involved in basic, vital, and health services — particularly those dealing with disaster preparedness and emergency response — are directed to remain fully operational to ensure uninterrupted public service.

For other government employees in the mentioned regions, agency heads are authorized to implement alternate work arrangements, such as a skeleton workforce or work-from-home setup, depending on operational requirements and subject to existing civil service rules.

Local government units (LGUs) outside the areas covered by the memorandum may independently suspend classes or work based on localized weather conditions, under the authority granted to them under the law.

Meanwhile, private companies and offices are given the discretion to suspend work or adopt remote work schemes for their employees, depending on business needs and safety considerations.

The public is advised to stay alert for further announcements from Malacañang, PAGASA, and local disaster risk reduction and management offices. Everyone is encouraged to stay indoors, monitor the weather, and prioritize safety.
