WalangPasok: Malacañang Suspends Work and Classes on July 22, 2025

MANILA, Philippines — July 21, 2025 — Malacañang has officially announced the suspension of work in government offices and classes at all levels in several areas for Tuesday, July 22, 2025, due to the persistent heavy rainfall caused by the enhanced Southwest Monsoon (Habagat).

Through Memorandum Circular No. 89, s. In 2025, the Office of the President ordered the suspension to ensure the safety of the public amid threats of flooding and landslides, especially in flood-prone and low-lying areas. The memorandum was signed by Executive Secretary Lucas Bersamin and released late Monday afternoon.

The suspension covers the following areas:

  • Metro Manila
  • Pangasinan
  • Tarlac
  • Zambales
  • Bataan
  • Pampanga
  • Bulacan
  • Cavite
  • Batangas
  • Rizal
  • Occidental Mindoro

According to the memorandum, “the continuous heavy rainfall brought about by the Southwest Monsoon has disrupted normal activities and poses risks to life and property. As such, the suspension of government work and classes is necessary to allow residents to prioritize their safety.”

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) had earlier issued heavy rainfall advisories in these areas, citing the potential for flash floods, overflowing rivers, and landslides. PAGASA forecasts that the Habagat will continue to bring widespread rainfall in the next 24 hours, especially in the western sections of Luzon.

The private sector is encouraged to adopt similar precautionary measures based on their assessment of the weather situation. Government agencies involved in delivering basic and emergency services, such as the Office of Civil Defense, Philippine National Police, and Department of Social Welfare and Development, are directed to remain operational and on high alert.

Local government units are also advised to mobilize resources and provide necessary assistance to affected communities.

As the inclement weather continues, the public is urged to stay indoors, monitor updates from authorities, and observe safety protocols to minimize risks.
