The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that a Shear Line is affecting the eastern section of Mindanao, while the Northeast Monsoon continues to influence Luzon and the Visayas as of Thursday, February 19, 2026.

Mindanao Under Shear Line Influence

Cloudy skies with scattered rains and isolated thunderstorms are expected over Caraga, Davao Region, Northern Mindanao, SOCCSKSARGEN, and parts of Eastern Visayas, including Eastern Samar, Samar, Biliran, Leyte, and Southern Leyte. Cebu and Bohol in Central Visayas, as well as Basilan, Sulu, and Tawi-Tawi in the Bangsamoro region, will also experience similar conditions due to the Shear Line.

Moderate to at times heavy rains may trigger possible flash floods and landslides, particularly in low-lying and mountainous areas. Residents in vulnerable communities are advised to remain alert and monitor updates from local disaster risk reduction offices.

Heavy Rainfall Warning No. 1 remains in effect as of 5:00 AM, with a Yellow Warning raised over Surigao del Sur, Surigao del Norte, and Dinagat Islands. Flooding in low-lying areas and landslides in mountainous terrain are possible.

Moderate to occasionally heavy rains are also forecast within the next two to three hours over several areas in Davao Oriental, Davao de Oro, Davao del Norte, Bukidnon, Davao City, Misamis Oriental, Tawi-Tawi, Davao del Sur, Davao Occidental, Sarangani, South Cotabato, Lanao del Sur, and Lanao del Norte. Similar conditions are currently being experienced in Agusan del Norte, Agusan del Sur, Camiguin, and other parts of Northern Mindanao and the Davao Region, which may persist and affect nearby localities.

The rest of Mindanao will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms caused by localized thunderstorms. Severe thunderstorms may still bring isolated flash floods or landslides.

Luzon and Visayas Under Amihan

Meanwhile, the Northeast Monsoon or “Amihan” is affecting Luzon and the Visayas. Cagayan Valley, Apayao, Kalinga, Mountain Province, Ifugao, Aurora, and Quezon will experience cloudy skies with light rains, but no significant impact is expected.

Metro Manila, the rest of Luzon, and the remaining parts of the Visayas will have partly cloudy to cloudy skies with isolated light rains.

Moderate to strong northeast winds will prevail over Luzon and the eastern section of the country, resulting in moderate to rough coastal waters ranging from 1.5 to 3.4 meters. The rest of the country will experience light to moderate winds with slight to moderate seas.

PAGASA continues to advise the public, especially those in affected areas, to take precautionary measures against possible flooding and landslides.
