PAGASA Weather Forecast – February 21, 2026

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) has issued its latest weather advisory for Saturday, February 21, 2026. Two major weather systems are currently influencing the country: the Shear Line, which is affecting the eastern sections of Visayas and Mindanao, and the Northeast Monsoon (Amihan), which continues to dominate Luzon and parts of Visayas.

Weather Conditions Across the Country

  • Eastern Visayas, Central Visayas, Caraga, Northern Mindanao, Davao Region, BARMM, Cotabato, South Cotabato, Sarangani, and Sulu
    • Expect cloudy skies with scattered rains and isolated thunderstorms due to the Shear Line.
    • Impacts: Moderate to heavy rains may trigger flash floods and landslides, especially in vulnerable areas.
  • Cagayan Valley, Apayao, Kalinga, Mountain Province, Ifugao, Aurora, and Quezon
    • Cloudy skies with light rains brought by the Northeast Monsoon.
    • Impacts: Minimal, with no significant hazards expected.
  • Metro Manila, the rest of Luzon, and the rest of Visayas
    • Partly cloudy to cloudy skies with isolated light rains from the Amihan.
    • Impacts: No major disruptions anticipated.
  • The rest of Mindanao
    • Partly cloudy to cloudy skies with isolated rainshowers or thunderstorms caused by localized convection.
    • Impacts: Severe thunderstorms may still result in flash floods or landslides.

Wind and Coastal Waters

  • Eastern sections of Southern Luzon, Visayas, and Mindanao
    • Winds: Moderate to strong, from northeast to north.
    • Coastal waters: Moderate to rough, with wave heights reaching 1.5 to 2.8 meters.
  • The rest of the country
    • Winds: Light to moderate, from east to northeast.
    • Coastal waters: Slight to moderate, with waves between 0.6 and 2.1 meters.

Heavy Rainfall Outlook

  • Today (Feb 21): 50–100 mm expected in Eastern Samar, Leyte, Southern Leyte, Dinagat Islands, Surigao del Norte, Surigao del Sur, and Agusan del Norte.
  • Tomorrow (Feb 22): Similar rainfall amounts forecast for Eastern Samar, Leyte, Southern Leyte, Dinagat Islands, Surigao del Norte, and Agusan del Norte.

Rainfall may be higher in mountainous areas, and impacts could worsen due to previous heavy rains. Local disaster risk reduction offices are urged to remain vigilant.

Advisory Notes

PAGASA emphasizes the difference between a Heavy Rainfall Warning and a Weather Advisory. The former is short-term (next three hours, municipal-level, radar-based), while the latter covers a longer period (24 hours, provincial-level).

As of 5:00 AM, Heavy Rainfall Warning No. 17 was issued for Dinagat Islands and Surigao del Norte, with flooding and landslides possible. Light to moderate rains are also expected in parts of Surigao del Sur, Agusan provinces, Davao, Bukidnon, North Cotabato, Maguindanao, South Cotabato, Misamis Oriental, and Lanao del Norte within the next 2–3 hours.
