The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that multiple weather systems are influencing the country on Sunday, February 23, 2026. The Shear Line continues to affect the eastern sections of Southern Luzon and Visayas, while the Northeast Monsoon prevails over the rest of Luzon. Meanwhile, the Easterlies are bringing warm and moist air across the remaining parts of the country.

Luzon and Bicol Areas

In Albay, Sorsogon, Masbate, and Northern Samar, residents can expect cloudy skies with scattered rains and isolated thunderstorms due to the Shear Line. PAGASA warned that moderate to at times heavy rains may trigger possible flash floods or landslides, particularly in low-lying and mountainous areas. Local disaster risk reduction offices are advised to closely monitor rainfall conditions.

Quezon province and the rest of the Bicol Region will experience cloudy skies with light rains brought by the Northeast Monsoon. While rains may persist throughout the day, no significant impacts are expected in these areas.

Metro Manila and the rest of Luzon will have partly cloudy to cloudy skies with isolated light rains, also caused by the Northeast Monsoon. Weather conditions are generally manageable, but cooler temperatures may be felt, especially during early morning and late evening hours.

Visayas and Mindanao

Mindanao and the rest of Eastern Visayas will see cloudy skies with scattered rains and thunderstorms due to the Easterlies. Similar to affected areas in Luzon, moderate to occasionally heavy downpours could lead to flash floods or landslides. Residents are urged to remain vigilant, particularly during thunderstorms.

Palawan and the rest of Visayas will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms. Although most areas will experience fair weather for much of the day, severe thunderstorms may still cause localized flooding or landslides.

Wind and Coastal Water Conditions

Northern Luzon will experience moderate to strong winds coming from the northeast to east, with coastal waters ranging from moderate to rough, with wave heights between 1.5 and 2.8 meters. Mariners are advised to take precautionary measures.

The eastern sections of the rest of Luzon and Visayas will also encounter moderate to strong northeast winds, with similarly moderate to rough seas.

Elsewhere in Luzon and Visayas, winds will be light to moderate from the northeast, with slight to moderate coastal waters ranging from 0.6 to 2.1 meters. In Mindanao, light to moderate winds from the east to northeast will prevail, with slight to moderate sea conditions.
