PAGASA Weather Forecast for January 28, 2026

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) released its weather forecast for January 28, 2026, highlighting the continued influence of the Northeast Monsoon, or Amihan, over large parts of the country. This weather system is expected to bring varying conditions across Luzon, Visayas, and Mindanao, ranging from light rains to periods of heavier precipitation and rough coastal waters.

In Caraga and Southern Leyte, residents are advised to remain alert as cloudy skies with scattered rains and isolated thunderstorms are forecast. These weather conditions are caused by a prevailing shear line, which occurs when cold and warm air masses meet. PAGASA warned that moderate to at times heavy rains may develop, increasing the risk of flash floods and landslides, especially in low-lying and mountainous areas. Local disaster risk reduction offices are encouraged to closely monitor weather updates and take necessary precautionary measures.

For Cagayan Valley, the Cordillera Administrative Region, Aurora, and Quezon, cloudy skies with light rains are expected due to the Northeast Monsoon. PAGASA noted that no significant weather-related impacts are anticipated in these areas, although occasional drizzle may still affect daily activities, particularly in elevated locations.

Metro Manila, the rest of Luzon, and the remaining parts of the Visayas will experience partly cloudy to cloudy skies with isolated light rains. These conditions are also attributed to Amihan. While no major impacts are forecast, commuters and motorists are reminded to exercise caution, especially during early morning and evening hours when roads may become slippery.

Meanwhile, the rest of Mindanao will see partly cloudy to cloudy skies with isolated rainshowers or thunderstorms caused by localized thunderstorm activity. PAGASA cautioned that severe thunderstorms could still trigger flash floods or landslides in vulnerable areas, even if rainfall is brief.

In terms of wind and coastal conditions, Northern Luzon will experience moderate to strong northeasterly winds, resulting in moderate to rough seas with wave heights ranging from 2.8 to 4.0 meters. The rest of the country will also see moderate to strong winds from the northeast to north, with coastal waters becoming moderate to rough at 1.2 to 2.8 meters. Small seacraft operators and fishermen are advised to avoid sailing, particularly in affected coastal areas.

PAGASA also issued General Flood Advisories at 6:00 a.m. on January 28, 2026, including GFA #6 (Final) for Region 8 or Eastern Visayas and GFA #8 (Final) for Region 13 or Caraga. Authorities continue to urge the public to stay informed and prioritize safety amid changing weather conditions.
