The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) has issued its weather forecast for Monday, February 24, 2025. Residents in various regions are advised to prepare for varying weather conditions influenced by the Northeast Monsoon and Easterlies.

Eastern Visayas, Central Visayas, Negros Island Region, Caraga, Sorsogon, Masbate, Capiz, Iloilo, Davao Oriental, and Davao de Oro

Due to the prevailing Easterlies, these areas can expect cloudy skies accompanied by scattered rain showers and thunderstorms. PAGASA warns of potential flash floods or landslides, especially in low-lying and mountainous regions, as moderate to occasionally heavy rains are anticipated.

In Tacloban City, Leyte, the forecast indicates cloudy conditions with a couple of showers, mainly early in the day. Temperatures range from a high of 29°C to a low of 24°C. A severe general flood advisory is in effect until 5:36 PM PHT, with light to occasionally moderate rains and thunderstorms expected. Rivers and tributaries in Leyte, Biliran, Southern Leyte, Eastern Samar, Samar, and Northern Samar may be affected, and residents are urged to remain vigilant for possible flash floods.

Cebu City, Cebu, is expected to experience breezy conditions with some sun, transitioning to cloudy skies in the afternoon with showers. Temperatures will range from 26°C to 21°C.

In Butuan City, Agusan del Norte, cloudy and humid conditions are forecast, with a couple of showers and temperatures between 29°C and 23°C. A Severe General Flood Advisory is in effect until 5:26 PM PHT, with light to occasionally moderate rains and thunderstorms anticipated. Rivers and tributaries in Agusan del Sur, Surigao del Norte, Dinagat Islands, Surigao del Sur, and Agusan del Norte may be affected, and residents should be alert for possible flash floods.

Cagayan Valley, Cordillera Administrative Region, and Aurora

These regions will experience cloudy skies with light rains brought about by the Northeast Monsoon. No significant impact is expected from these light rains.

In Tuguegarao City, Cagayan, the forecast predicts cloudy conditions with temperatures ranging from a high of 28°C to a low of 19°C.

Baguio City, Benguet, is expected to have partly sunny skies with a passing shower in the afternoon, with temperatures between 24°C and 16°C.

Metro Manila, Ilocos Region, the rest of Central Luzon, and CALABARZON

Residents in these areas can anticipate partly cloudy to cloudy skies with isolated light rains due to the Northeast Monsoon. These light rains are not expected to have a significant impact.

In Metro Manila, the forecast indicates partial sunshine with temperatures ranging from a high of 32°C to a low of 25°C.

The rest of the country

Other regions will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms influenced by the Easterlies. During severe thunderstorms, there is a possibility of flash floods or landslides.

Forecast Wind and Coastal Water Conditions

  • Northern Luzon: Expect strong to gale-force winds from the northeast, resulting in rough to very rough coastal waters with wave heights ranging from 2.8 to 5.0 meters.
  • Visayas, the rest of Luzon, and the northern and eastern sections of Mindanao: Moderate to strong winds from the northeast will prevail, with moderate to rough coastal waters and wave heights between 1.2 to 3.4 meters.
  • The rest of Mindanao: Light to moderate winds from the northeast are expected, leading to slight to moderate coastal waters with wave heights ranging from 0.6 to 2.5 meters.
