According to the former lawmaker, Supreme Court Justices Alfredo Benjamin Caguioa an Diosdado Peralte had released their separate draft opinions only on Monday, a day before the SQAO was to lapse.
Caguioa has been tasked by the High Court as ponente or author of the main resolution.
