5 Teams To Audit 4P’s, Formed By COA To Enhance Performance Audits

Commission on Audit (COA) wanted to enhance their performance audits, so they formed five teams to audit the Pantawid Pamilyang Pilipino Program.

COA has tasked five teams to audit the most expensive program of the government, including 4P’s. The new team will be instructed a techniques and performance audit tools to improve the performance audits, according to COA.

Personnel’s coming from different audit sectors with multi-skills will consist the new team members of COA. Heath services, city-resettlement, disaster risk preparedness, immunization project for school and 4P’s is the government programs that will be inspected by the new teams formed by the agency.

Performance Audits

Criteria’s such as high-risk factor, weaknesses in prior financial, and large government expenditures or beneficiaries served are the programs chosen the teams.

“It is through performance audit that COA can create a more positive impact by helping government managers assess whether their programs have achieved their target goals and objectives,” said by Michael Aguinaldo, COA chairman quoted by Philstar.

The government program will be evaluated by COA auditors to determine its efficiency, economy, or effectiveness. The agency will also examine if the programs of the government deliver the service equal to the amount spent for it.

Performance Audits

Last month, a rigorous training on performance audit was led by COA and the US Agency for International Development (USAID) for the preparation of the teams and the Technical Working Group (TWG).

On October 17 to 21, 2016, TWG and the members of the teams undergoes a training workshop conducted by Joseph Christoff and Jess Ford, former directors at the US Government Accountability Office (USGAO).

The training participants focused on creating a design matrix, scoping and design, audit evidence and collection methodologies in report messaging and quality assurance. The participants were trained by performance audit experts through the audit processes practiced by USGAO.
