The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) issued its weather forecast for 11 September 2024, indicating the effects of Tropical Storm Bebinca and the Southwest Monsoon on the country. As of 3:00 AM, Tropical Storm Bebinca (international name 2413) was located 2,070 kilometers east of Eastern Visayas, with maximum sustained winds of 75 km/h and gustiness up to 90 km/h. The storm is moving west-northwestward at 25 km/h and remains outside the Philippine Area of Responsibility (PAR).

In Cagayan Valley, Aurora, Quezon, and the rest of the Bicol Region, residents can expect partly cloudy to cloudy skies with isolated rain showers or thunderstorms. These weather conditions are also due to the trough of the tropical storm. Localized thunderstorms may bring severe weather events, leading to possible flash floods or landslides.
Metro Manila and the rest of the country will experience partly cloudy to cloudy skies accompanied by isolated rain showers or thunderstorms due to the influence of the Southwest Monsoon. While widespread rain is not expected, localized thunderstorms could still result in flash floods or landslides in vulnerable areas.
Wind and Coastal Water Conditions
Throughout the country, wind speeds will remain light to moderate, coming from the southwest to the west. Coastal waters are expected to be slightly moderate, with wave heights ranging from 0.6 to 2.5 meters.
