The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) has issued its afternoon weather forecast for Wednesday, April 23, 2025. The Intertropical Convergence Zone (ITCZ) continues to affect the southern part of Mindanao, while easterlies dominate weather conditions over the rest of the country.

Rain Expected in Southern Mindanao
According to Pagasa, the Davao Region, SOCCSKSARGEN, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) will experience cloudy skies accompanied by scattered rain showers and thunderstorms. The ITCZ may cause this weather pattern, which may result in moderate to, at times, heavy rains. Residents in low-lying and mountainous areas should remain alert for possible flash floods and landslides.
Elsewhere in Mindanao, including Northern Mindanao and the Zamboanga Peninsula, the weather will be partly cloudy to cloudy with isolated rain showers or thunderstorms, also due to the ITCZ. While most areas will experience dry spells throughout the day, sudden downpours and thunderstorms may still occur, especially in the late afternoon or evening.
Fair Weather Across the Rest of the Country
Metro Manila and the rest of the Philippines can expect partly cloudy to cloudy skies with isolated rain showers or thunderstorms. These are caused by easterlies, or warm winds coming from the Pacific Ocean. Though generally fair weather will prevail, localized thunderstorms could bring sudden heavy rain and strong winds, posing risks of flash floods and landslides, especially in vulnerable areas.
Wind and Sea Conditions
Wind conditions across the Visayas and Mindanao are expected to be light to moderate, blowing from the east to northeast. Coastal waters will be slight to moderate, with wave heights ranging from 0.6 to 1.8 meters. In Luzon, the eastern section will experience light to moderate winds coming from the east to southeast, while the rest of Luzon will have winds from the east to northeast. Coastal waters in Luzon are also expected to remain slight to moderate.
Temperature and Humidity Levels
Temperature extremes for the day range from a minimum of 26.9°C recorded at 6:00 AM to a scorching high of 35.2°C at 3:00 PM. Humidity levels ranged from a high of 79% early in the morning to a low of 50% in the afternoon.
