As of 5 p.m., the LPA was located approximately 125 km east-northeast of Surigao City, Surigao del Norte (10.0°N, 126.6°E). The Shear Line is currently affecting the eastern section of Southern Luzon, while the Northeast Monsoon influences the rest of Luzon.

- Heavy to Intense (100–200 mm): Northern Samar, Eastern Samar, Samar, Leyte, Biliran, Dinagat Islands, Southern Leyte, and Surigao del Norte.
- Moderate to Heavy (50–100 mm): Bicol Region, Quezon, and parts of Mindanao, including Agusan and Surigao provinces.
- Tomorrow Afternoon to Saturday Afternoon (Dec. 21)
- Heavy to Intense: Palawan, Albay, Sorsogon, Northern Samar, Eastern Samar, and other areas in Eastern Visayas.
- Saturday Afternoon to Sunday Afternoon (Dec. 22)
- Heavy to Intense: Quezon, Camarines Norte, Camarines Sur, Oriental Mindoro, and Palawan.
Flood advisories are in effect for multiple regions, including CALABARZON, Bicol, Central Visayas, Eastern Visayas, and CARAGA. Local governments are urged to prepare for possible floods and landslides, especially in low-lying and mountainous areas.
Wind and Coastal Conditions
- Northern and Western Northern Luzon: Strong to gale-force winds with rough to very rough seas (2.8 to 4.5 meters).
- Eastern Philippines: Moderate to strong winds, with seas reaching 4.0 meters.
- Mariners are advised to exercise caution, especially in seaboards under gale warnings.
