The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) released its weather forecast for March 31, 2025, indicating that easterlies will continue to affect most parts of the country.

Weather Conditions
Palawan will experience cloudy skies with scattered rains and thunderstorms due to a low-pressure area (LPA) affecting the region. Pagasa warns that these conditions may lead to flash floods or landslides, especially in areas prone to heavy rainfall.
Meanwhile, Eastern Visayas, the Bicol Region, Zamboanga Peninsula, Quezon, Dinagat Islands, and Surigao del Norte will have cloudy skies with scattered rains and thunderstorms caused by the prevailing easterlies. Similar to Palawan, these areas may experience moderate to heavy rains, which could trigger flash floods or landslides in low-lying and mountainous regions.
Batanes will see cloudy skies with light rains brought by the northeasterly windflow. However, Pagasa noted that no significant impact is expected in the province.
Metro Manila and the rest of the country will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to the influence of the easterlies. Pagasa advises residents to remain vigilant, as isolated thunderstorms may lead to flash floods or landslides in affected areas.
Wind and Coastal Water Conditions
For Northern Luzon, moderate to strong winds from the northeast will prevail, resulting in moderate to rough coastal waters with wave heights ranging from 2.5 to 3.5 meters.
In contrast, the rest of the country will experience light to moderate winds coming from the east to northeast, with slight to moderate coastal waters and wave heights ranging from 0.6 to 2.5 meters.
Pagasa reminds the public, especially those in flood-prone and landslide-prone areas, to take necessary precautions due to the risk of flash floods and landslides caused by heavy rainfall. Fishermen and those with small sea vessels are also advised to exercise caution due to Northern Luzon’s moderate to rough sea conditions.
