The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) released its afternoon weather forecast for May 21, 2025, warning of possible adverse weather conditions due to the Intertropical Convergence Zone (ITCZ) and prevailing easterlies.

ITCZ to Bring Rain in Mindanao and Palawan
According to Pagasa, the ITCZ is currently affecting Mindanao and Palawan, bringing cloudy skies with scattered rain showers and thunderstorms throughout the day. Residents in these areas are advised to remain vigilant as moderate to occasionally heavy rains may lead to flash floods and landslides, particularly in low-lying and mountainous areas.
Easterlies Dominate Weather Elsewhere
The rest of the country, including Metro Manila, is expected to experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to easterly winds. While fair weather is likely during most of the day, sudden thunderstorms in the late afternoon or evening could still trigger localized flooding or landslides.
Wind and Sea Conditions Remain Manageable
Light to moderate winds are expected across all regions of the country. In Luzon, winds will come from the east to southeast, while in the Visayas and Mindanao, the direction will be from the east to northeast. Coastal waters are forecast to be slight to moderate, with wave heights ranging between 0.6 to 1.5 meters, making sea travel generally safe, although caution is still recommended during localized thunderstorms.
Temperature and Humidity Observations
The highest temperature recorded in the past 24 hours was 34.9°C at 2:00 PM, while the lowest was 27.6°C at 6:00 AM. Relative humidity peaked at 74% early at 5:00 AM and dropped to its lowest point of 42% at 2:00 PM.
Flood Advisories Issued in Several Regions
Due to the persistent rains in the south, Pagasa has issued general flood advisories as of 6:00 PM for the following areas:
- Region 4B (MIMAROPA) – GFA #8 Final
- Region 9 (Zamboanga Peninsula) – GFA #15
- Region 10 (Northern Mindanao) – GFA #15
- Region 11 (Davao Region) – GFA #17
- Region 12 (SOCCSKSARGEN) – GFA #8
- Region 13 (CARAGA) – GFA #16
- Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) – GFA #17
