Surigao Congressmen Barbers and Pichay almost got into a fistfight and the altercation forced the House panel to adjourn immediately.
Congressmen Ace Barbers and Prospero Pichay almost got into a fistfight as the debate over the mode of Charter Change heated up at the House of Representatives on October 12, Wednesday.
The members of the House Committee on Constitutional Amendments was in a debate but Barbers of Surigao Del Norte and Pichay of Surigao Del Sur wanted to take it on a higher, more physical level, prompting the committee to just adjourn the hearing.
The altercation started when Rep. Pichay opposed a motion to recommend to the plenary the Constitutional Assembly as mode of Charter Change.
Pichay, a former chairman of the Local Water Utilities Administration (LWUA), said that the Senate should be invited first about the motion, because the 1987 Philippine Constitution clearly states that is is Congress, not just the House of Representatives, could amend the Charter.
